چکیده

Marine terminal operations are complex, and evaluating changes is best done using a simulation tool that captures the dynamics and interactions of the system. We have developed a flexible and robust discrete-event simulation of a marine terminal that handles liquid cargo. We used this simulation to investigate proposed changes generated by a Six Sigma project to reduce congestion at the terminal. Our study provided quantitative data to base decisions on the expected operational and financial impact of the proposed changes. The simulation captured the important details of the system and increased the Six Sigma team’s confidence in their recommendations. The modular architecture of the simulation allows for easy application of the simulation to different terminal simply by changing a few data tables. The structure of the simulation makes it easy for nonmodelers to use the tool to perform continuing studies.

Methodologies for Evaluating Information Security Investments - What Basel II Can Change in the Financial Industry

The New Basel Capital Accord (Basel II) will include operational risk to the calculation of necessary regulatory capital in financial institutions after year-end 2006. Most of the banks have already developed sophisticated risk management frameworks helping to quantify and manage operational risk. Information security has direct impact on operational risk, but risk managers consider Information...

Optimal Allocation of Ships to Quay Length in Container Ports

Due to the continuously increasing container trade, many terminals are presently operating at or close to capacity. An efficient terminal is one that facilitates the quick transshipment of containers to and from ships. In this sake, this paper addresses the ship assignments problem at a maritime container terminal, where ships are normally assigned to specific quay cranes until the work is fini...

Estimation of Operational Value-at-Risk in the Presence of Minimum Collection Thresholds

The Basel II Capital Accord of 2004 sets guidelines on operational risk capital requirements to be adopted by internationally active banks by around year-end 2007. Operational loss databases are subject to a minimum recording threshold of roughly $10,000 (internal) and $1 million (external) – an aspect often overlooked by practitioners. We provide theoretical and empirical evidence that ignorin...

Aggregating Risk Capital, with an Application to Operational Risk

We describe a numerical procedure to obtain bounds on the distribution function of a sum of n dependent risks having fixed marginals. With respect to the existing literature, our method provides improved bounds and can be applied also to large non-homogeneous portfolios of risks. As an application, we compute the VaR-based minimum capital requirement for a portfolio of operational risk losses.
